One unfortunate benefit of a lowered MCL for arsenic on influent water will be an enhanced capability of the city of Albuquerque to meet its NPDES requirements, driven by the Pueblo of Isleta Water Quality Standard of 17 parts per trillion, since the influent water is easier to clean of dissolved arsenic than complex sewage waters. Interview with Greg P. Smith, Attorney, City of Albuquerque, in Albuquerque, N.M. (Sept. 10, 1998). However, the City would be better off if the Pueblo standard and the NPDES permit requirements were based on a rational assessment of safe levels of arsenic and not hypothetical projections from a single questionable study.
