    • There are numerous potential alternative explanations for this disproportionality that cannot be addressed with the data analyzed here. In particular, the data do not include demographic measures of the population of marijuana smokers and their preferred locations of use. Accordingly, this analysis cannot rule out the possibility that in the early 1990s that blacks and Hispanics were disproportionately represented among MPV arrestees because they were substantially more likely to smoke marijuana in public, even in highly-public sections of Manhattan.
