    • This suggests the possibility, hinted at in Select Committee discussions, that, what-ever the substantive arguments, the government may see a decisive political and EU governance case for opposing the end of the opt-out. The Working Time Directive is subject to qualified majority voting. At EU level in 2005, the new member states supported the long-term British position, support not available earlier and not necessarily reliable if core EU member states were in future to try to change the directive - say, to reduce the 48-hour figure or increase the statutory role of the social partners.
