In 1914, one Cambodian wrote to the administration demanding compensation for the loss of his plot of land stretching from the west of the prison in Phnom Penh to the quay of the 'Abattoir Canal', where he had lived for 12 years and which had been devoured by the construction of a new road. In 1917, Oknha Keth, Inspector of Legal Affairs and Cambodian Administration, complained that construction of the road to Kampot had ruined drainage from his coconut plantation; the administration agreed to build ducts along the road.
