A fixed forward price is used in this paper as a proxy for a forward price curve for electricity. This is the approximate marginal cost of a new combined cycle gas turbine plant, assuming natural gas at $3.00 MMbtu and 6,000-7,000 Btu/kWh heat rates. Current market prices for natural gas are above $6.00 MMbtu. Use of more detailed forward price estimates for imbalance charges is very market- and sitespecific and is beyond the scope of this paper.
