Referral management schemes (RMC) were established as a means of auditing GP referrals to see whether some elective treatments could be done outside of hospital care. This paper reports that these schemes are being used to ration services and delay treatments until patients are set to breach waiting time targets and that RMCs are redirecting referrals for nonclinical reasons.
