Looking at the big picture, the downriver areas got the benefit, and so it was reasonable that they would bear part of the burden and host some of the popula tion that needed to migrate. After this adjustment in the migration plan, hosting of displaced populations became common in the downriver provinces, especially Hubei province, one of the main beneficiaries of the Three Gorges Dam project, where more migrants than originally planned were taken in for relocation.

The author asked a local person who was a senior expert in migration matters about this problem, and he said, "Our usual experience is that, when the dam is being filled, the trees need to be cleared away. The people won't cut the Chinese banyan down themselves - they're unwilling. So, provided we get permission from the local people, a professional team may come in and get the job done."
