This trend remains strong. For example, according to a 2003 opinion poll, 69 percent of Serbs favored an independent Republika Srpska. Furthermore, 54 percent of Bosnian Croats favored independence (presumably of Croat-majority areas/cantons) or union with Croatia, while 41 percent favored remaining part of Bosnia and Herzegovina. Interestingly, Bosnian Croat support for Bosnia and Herzegovina has sharply increased since 1999, at the same time that Croatian governments have publicly renounced territorial claims on Bosnia and Herzegovina. Institutionally, post-Dayton Bosnia and Herzegovina comprises two entities, the Republika Srpska (Serb Republic) and the Muslim-Croat Federation of Bosnia and Herzegovina). The latter is further subdivided into ten cantons. Five (Una-Sana, Tuzla, Zenica-Doboj, Bosnian Podrinje, and Sarajevo) are Muslim-majority cantons; three (Posavina, West Herzegovina, and West Bosnia) are Croat-majority cantons; and two (Central Bosnia and Herzegovina-Neretva) are "ethnically mixed." Both entities have municipal-level divisions as well. Also, following arbitration, a special district was established in 1999 for the entire pre-war Brčko Općina, under the exclusive sovereignty of Bosnia and Herzegovina, which belongs simultaneously to both entities in condominium.

As of June 2005, the OHR employed 103 internationals (forty-three seconded staff and sixty contractors) and 365 national contractors. The OHR is funded through the Peace Implementation Council (PIC). Its budget was €16.9 million for 2005 and is around €14 million for 2006. Contributions to the OHR budget break down as follows: EU: 53 percent, United States: 22 percent, Japan: 10 percent, Russia: 4 percent, Canada: 3.03 percent, Organization of the Islamic Conference: 2.5 percent, others: 5.47 percent.

Gagnon, Jr., The Myth of Ethnic War: Serbia and Croatia in the 1990s (Ithaca: Cornell University Press, 2004). Further-more, the winner-take-all nature of the election also effectively minimized the seats won by the non-nationalist parties. Thus, as in Croatia, the electoral system gave the nationalist parties a higher proportion of the seats than their share of the vote.
