14. Since the original drafting of this chapter, Ofcom has produced a report on the future potential for 'local digital content', including local TV. This report does recognise the potential for new forms of local TV to serve public purposes, and notes that they would need to be supported through spectrum provision. Whether this form of indirect subsidy will be allowed, however, will depend on another Ofcom review, during 2007.
