This more plausible figure was advanced by Hodier and Pierre (L'exposition coloniale, 1931, 101), who drew it from a 1931 report on the exhibit. The report specified that 4 million visitors came from Paris and surroundings, 3 million from the provinces, and 1 million from abroad.

In July 1931, at the height of the Vincennes exhibit, the following colonial ministry circular was distributed: "Several energetic protests have reached the ministry complaining about the exhibition of natives from our overseas territories.... These spectacular exhibits, organized by private associations or even by individuals under the guise of colonial propaganda or the pretense of some humanitarian or philanthropic goal, constitute in reality commercial enterprises that too often bring out unhealthy curiosity in visitors. Aside from the effect of novelty, these shows (which, incidentally, display mostly inferior types of humanity) can offer no documentary or pedagogical interest whatsoever. They can only contribute to deforming, in the eyes of the crowds that rush to consume this diversion, the very goals of our civilizing mission in the colonies and discredit the results of our action....
