When responsibility for financial assistance to universities was transferred to the Treasury in 1919, the UGC was formed from university personnel as an advisory body, but it quickly acquired full responsibility for the allocation of funds between institutions.

The Treasury tried to place the cost of the hardship fund on either the DES or the Ministry of Overseas Development, but after months of interdepartmental dispute Cabinet on 26 October, 1967, agreed that it should be additional public expenditure. note
-
The British Council was established in 1934 to promote a wider knowledge of the United Kingdom and the English language, and to encourage cultural, scientific, technological and educational cooperation with other countries. It was incorporated by Royal Charter in 1940. In the 1960s it was funded largely from grants-in-aid from the three overseas departments - the Colonial, Commonwealth Relations and Foreign Offices - in proportions according to the work undertaken in the colonies, the Commonwealth and elsewhere.
