There is no criterion of entanglement that allows to answer the question: Is the state Ψbelonging to the Hilbert space H entangled? All the known entanglement measures are based on splitting of H into subsystems, and without this additional information the problem is ill posed. There were attempts of defining entanglement measures in terms of suprema of measures over splittings into "virtual subsystems" but this line of research did not lead to a concrete final formalism (P. Horodecki, private communication).
