The political rights scores were 2 from 1972 to 1992 and 1 from 1993 to the present. The civil liberties scores were 3 from 1972 to 1976 becoming 2 in 1977; they became 3 in 1993 and have remained the same except for the single year of 1999 when they became a 2. The scores of the two parts have been combined to constitute the democracy score with a scale of 2-14. This has been inverted and recast into a scale of 0-10 in order to compare the scores with Polity IV democracy scores. The score '0' means non-democratic, while '10' means fully democratic

    • Efforts of some Arab organization forced the Registrar to make some ad-hoc changes. Following a case Adalah (The Legal Center for the Rights of the Arab Minority and the Arab Human Rights Association) won against the Ministry of Education in 1999, the Attorney General issued a directive that government notices must be published in both Hebrew and Arabic to ensure equal access to information. Further, the Registrar reduced the retroactivity of some requirements from seven years to five, and recognized the need to hire more staff to increase office efficiency.
