The first of the English Contagious Diseases Acts (1864) provided for regulation in designated areas; this temporary legislation expired in 1866, when it was renewed with the Contagious Diseases Act (1866) and succeeded by the Contagious Diseases Act (1869), which extended coverage to a series of additional areas. This act was suspended in 1883 and repealed in 1886. In India the Cantonments Act (1864) provided for regulation in military zones; the Indian Contagious Diseases Act (1868) extended regulation to civilian areas before being repealed in 1888. PRO, CO 270/25, minutes of Legislative Council (1859). In 1859 the colonial chief justice told the Legislative Council that "the present state of health in the colony urgently demanded the services of a larger medical staff." The Sierra Leone Ram complained of the "deplorable condition of Sierra Leone" and argued that "the people . . . look in vain for new public buildings, improved roads and genuine sanitation" (20 March 1886: 1).
