Caviedes explains: "In consonance with the seesaw interactions between the tropical Pacific and the tropical Atlantic, which are especially active during the warm and low phases of ENSO [El Niño Southern Oscillation, another name for the El Niño-La Niña], La Niña episodes in the tropical Atlantic are characterized by ocean warming. This condition is favorable for the generation of cyclonic depressions, which are likely to develop into major hurricanes when they move into the western tropical Atlantic. This realization has led climatologists to expect increased hurricane activity in the Caribbean region, along the west coast of Central America, and in the Gulf region of North America during La Niña years" (150)
