Cai Dingjian and I brought together leading members from the courts, procuracy and People's Congress to investigate and evaluate ICS. We conducted both written surveys and interviews in nine provinces. The research team was divided into three subgroups: People's Congress, Procuracy and Courts. Each subgroup included two members of the People's Congress, procuracy and courts in each of the provinces where the surveys were conducted. The procuracy subgroup conducted surveys in Beijing, Guangdong, Shanxi, Heilongjiang, Sichuan and Zhejiang. The People's Congress subgroup conducted surveys in Guangdong, Gansu, Shanxi, Zhejiang and Anhui. The court subgroup conducted surveys in Guandong, Gansu, Shanxi and Liaoning, and supplemented these surveys with cases from Qinghuangdao and two Supreme Court cases. In addition, the heads of the subgroups investigated and reported on several cases within their jurisdiction.
