The number of Serbs who fled is disputed. Serbia claims that some 230,000 people fled from Kosovo after the war. However, research in 2004 by the influential think tank the European Stability Initiative suggested that the true figure is closer to 65,000. If that is indeed the case then the numbers who actually wish to return are probably relatively small and hence would be far easier to accommodate than was previously thought. See available at

Richard Caplan, who teaches international relations at Oxford, noted to the author that the 'Eide recommendations for the Serb minority are almost a mirror image of the EC recommendations for the Kosovar Albanians back in 1991 (the Carrington peace plan), which would have been a condition for EC recognition of Serbia had Serbia sought recognition'. This plan is discussed in chapter 1 of his excellent (Cambridge: Cambridge University Press)

Following his indictment Haradinaj was released on 6 June 2005, pending trial. The terms of his release sanctioned work within his own party, the Alliance for the Future of Kosovo. On 12 October the tribunal took the extremely unusual step of allowing him to undertake other political activities. A statement issued by the tribunal said: 'The accused may appear in public and engage in public political activities to the extent which UNMIK finds would be important for a positive development of the political and security situation in Kosovo.' On 17 October the prosecution succeeded in getting a stay on this decision and, at the time of writing, the issue remained to be resolved by the court. During the autumn there was much speculation in Pristina that the US, the UK and other important countries were keen for him to play a more active role, especially in view of the lacklustre performance of his successor, Bajram Kosumi.
