Despite ajump in the naturalization rate following liberalization of the Law on Citizenship in 1998, Latvia still has hundreds of thousands stateless non-citizens", most of whom are ethnic non-Latvians. Nevertheless, the number of applications for naturalization actually dropped in 2000, suggesting that complete resolution of the citizenship problem is unlikely in the near future.
