    • The following reason is given in all agreements in the general part of annotations: "The cross-sectional character of patient rights, their splitting across a large number of regulations within the framework of the legal order of the Bund and the Länder, the resulting deficit of information and difficulties of enforcement not least caused by this have led to the conclusion not to establish a law of patient rights, but to attempt ... to provide a complete, clear summary of all patient rights, irrespective of the position of competences ("patient charter"). This is also intended to make use of the possibility to develop patient rights further and to fill in some gaps within the framework of such an agreement."
