The magistrates' divided sense of duty towards maintaining 'public faith' on the one hand and promoting 'economy' on the other meant that 'necessity' could cut in several different ways. Thus Terray, for example, appears to have seen no contradiction between unilaterally converting a substantial proportion of the short-term debt into life annuities, suspending treasury payments on government paper in 1770, re-establishing restrictions on the grain trade and owning Brenet's paintings of Cincinnatus crée dictateur and Caius Furius Cressinius, works whose subject matter, according to a contemporary commentator on his collection, was particularly precious in an age when agriculture and 'economism' were so highly revered: see Colin Bailey, 'Aspects of the Patronage and Collecting of French Paintings in France at the end of the Ancien Regime' (Oxford PhD Thesis, 1985), pp 93-9 (p. 97).
