Richard Bensel, for example, recognizes that "protectionist sentiment was strong in some quarters of the Confederacy, and attempts were made to expand the tariff into the gray area between revenue collection and import protection." Bensel suggests that protectionist attempts failed because the Confederacy remained committed to the revenue principle. Yet extending a revenue tariff to goods and merchandise previously not dutiable can nevertheless provide incidental protection significant enough to alter trade patterns.
