Statement at the opening of the debate in the National Assembly on "Reconciliation and Nation Building," Cape Town, 29 May 1998, 〈http:// www.anc.org.za/ancdocs/history/mbeki/1998/sp980529.html〉: "One of these nations is white, relatively prosperous, regardless of gender or geographic dispersal. It has ready access to a developed economic, physical, educational, communication and other infrastructure. The second and larger nation of South Africa is black and poor, with the worst affected being women in the rural areas, the black rural population in general and the disabled. This nation lives under conditions of a grossly underdeveloped economic, physical, educational, communication and other infrastructure. We therefore make bold to say that South Africa is a country of two nations."

The June 1999 general election results showed that the negative views on crime fighting were not held with such intensity that support for the ANC was withheld. It received 74 percent of the vote in that province.

Figures obtained from month-to-month comparison supplied by the Crime Information Management Centre, South African Police Service, Pretoria. It should be noted, however, that overall statistical increases and decreases in crime levels generally have little impact on the political and public perception of the problem - it is as likely that an accumulation of high-profile criminal events such as the bombs in the Western Cape, the hijacking of prominent individuals, and a spate of cash-in-transit heists in the country shaped these perceptions as much as any sober examination of the available crime statistics.
