In 2003 the FCO estimated that there are up to 7000 political and religious prisoners in Uzbekistan. The vast majority of these were accused of belonging to HT. HT members have received sentences in excess of 10 years for simply carrying or distributing leaflets. Those sentenced for involvement in the spring 2004 bombings received sentences ranging from three to 20 years.

The fact that court cases in Central Asia at present focus on HT, IMU and Wahhabi members also suggests that there may not be any other significant Islamist groups active in the region.
