As discussed by Bennett, who developed the name, the phenomenon of nonlocality without entanglement can be explained using a local hidden variables theory. However, they point out that the measured quantities ("unhidden variables") are still nonlocal; measurement of the whole can reveal more about the system's state than local measurements.
