This concern with the behaviour of white women expressed by Lords Crewe and Hardinge reflected exchanges back in 1901-02 between their earlier equivalences, Lord Hamilton (Secretary of State for India) and Lord Curzon (Viceroy). Hamilton wrote to Curzon: 'There has always been such difficulty experienced in keeping low-class women away from coloured soldiers' (25 September 1901). This is an aside made during correspondence between the Home Office and the Foreign Office concerning problems faced by British women going to China with their Chinese husbands. The author notes that the latter 'is only part of the larger [question] of British women having sexual relations with men of colour'. The author signature is illegible.
