    • Interestingly, when the results of the 2000 regional-assembly elections were published, the EPRDF appeared as the officially listed governing party only of the Addis Ababa City Administration. In every other locale, the EPRDF counted on drawing its ability to govern from a collaborative relationship with some local party or parties. This reliance on local parties also extended to the federal upper house, whose members are chosen by the several regional assemblies.
