The statute book does contain a detailed framework for the creation and operation of statutory inquiries, but many important public inquiries were non-statutory. The Profumo report, the Bingham report on the BCCI collapse, the Scott report, the BSE inquiry, the foot and mouth disease inquiries and the Hutton inquiry are strong enough examples. The legitimacy of such procedures is relatively uncontested. Arguments for a right to a publicly open inquiry regarding government's dealings with the foot and mouth crisis were concerned with the inquiry procedure and not with their form, and they were rejected by the administrative court.
