6. The Inter-Agency Standing Committee had first issued a detailed policy on the collaborative response in 1999 in its Policy on the Protection of Internally Displaced Persons. The next year the IASC reaffirmed that the collaborative response was the preferred means of responding to situations of internal displacement in the Supplementary Guidance to HCs and/or on their Responsibilities in Relation to Internally Displaced Persons. That was followed by further advice in March 2003 in the form of the Guidance Note on the Collaborative Approach which updated and incorporated the earlier documents.
