Nolan reported in 1995 that some 30 percent of MPs currently held "consultancies" (4, para 2.13-15): MPs were at the bottom of the scale for personal honesty in public esteem; 64 percent of respondents agreed that "most MPs make a lot of money by using public office improperly", 77 percent believed that "MPs care more about special interests than about people like themselves". Only 28 percent thought MPs had a "high moral code" (ibid., para 2.3-4: appendix 1).
