The presidential elections were intensively debated within Hamas. Those favoring participation argued that, in contrast to Hamas's boycott of the January 1996 presidential elections as part of its boycott of everything related to the Oslo process, what was at stake now was no longer the Oslo process but rather gaining a place in Palestinian politics. Nonetheless, the decision was made against participation, first because Hamas had no strong candidate to field against Abbas, and second because it wanted more time to prepare for its political "coming out" through strong showings in the municipal elections.
