Atomic charges can neither be measured nor calculated unambiguously and it is not possible to say which method provides the "better" atomic charges. However, the shortcomings of the Mulliken population analysis charges are well known. In general, Mulliken charges have a greater tendency to vary than electrostatic charges or natural charges.
