    • Curtis Haynes, Jr. is a co-founder of the HDD-funded Resurgent City for Cooperative Community Development (RCC) at Buffalo State College. The RCC operates on the premises laid out in this paper. Jessica Gordon Nembhard, senior economist at The Institute for Urban Research, Morgan State University, also uses applied and theoretical research in the areas of political economy and cooperative economics. We would like to thank our colleagues who gave comments and took the time to read various versions of this article, particularly Lloyd Hogan for his encouragement and advice.
