    • The October 1999 issue of Environment and Urbanization will form the second volume on "Sustainable Cities Revisited" and will include a paper on the development of a local environmental action plan (LEAP) in Olivares, one of the 11 comunas into which the urban area of Manizales is divided. Olivares is one of the poorest and most environmentally deteriorated areas of the city and the plan developed there serves as a model for encouraging similar local action plans with strong commitments to participation and to combining social, economic and environmental goals.
