    • The Western Development Policy was inaugurated in 1999 to speed up the economic development and environmental improvement in western parts of China, which includes Xinjiang, inner Mongolia, Gansu, Ningxia, Shaanxi, Qinghai, Tibet, Sichuan, Chongqing, Guizhou, Yunnan, and Guangxi. Specifically, the policy called for increased investments in accelerating infrastructure development, with an emphasis of water resources; improving the ecological conditions with a focus on tackling desertification, soil erosion, and worsening floods; promoting industrial development; and strengthening science, technology, and education.
