(Canada had been closely involved in the UN weapons inspection program in Iraq from the time it got under way in 1991. Canadians had served as weapons inspectors with UNSCOM and the IAEA. Canada provided training and personnel for UMMOVIC, and one Canadian official served on the College of Commissioners, which provided advice to the agency's chairman. An early document, "Iraq: Weapons of Mass Destruction," prepared in the Department of Foreign Affairs and International Trade in September 2002, judged that "Iraq neither possesses a nuclear weapon nor is close to having one." There was "no evidence" that the regime had "resumed production of chemical weapons (CW) agents," although there was "concern that it is rebuilding the infrastructure it would need to do so." There was "a high probability" that it retained "small quantities of biological (BW) agents or weapons." The document concluded, "The actual process and current state of Iraqi development of its chemical, biological and nuclear weapons programs... can only be speculated." It recommended that, "In order to verify the actual situation," the government press Iraq "to allow the return of UN weapons inspectors without conditions."
