An AICO Arrangement is a cooperative arrangement consisting of a minimum of two participating companies from two different ASEAN countries. Under this scheme, the output of participating companies will enjoy a preferential tariff rate in the range 0-5%. An AICO Arrangement also involves the physical movement of products between the participating companies and countries as well as resource sharing/pooling and/or industrial complementation.

Murphy and Oye argue a three-point theory for the reasons national regulations choose to globally converge, diverge, or remain at current differences over time. (1) National product regulations tend to converge towards more stringent regulations. (2) Concentrated markets facilitate collective action and regulatory capture. (3) Low asset specificity leads to convergence towards less stringent regulations. High multinational asset specificity leads to convergence among jurisdictions as firms seek to lower their transaction costs. Domestic asset specificity leads to differences among jurisdictions. The paragraph following this footnote points out the potential for environmental regulations to become more stringent over time. Following point (1), the regulations would be of a product - the automobile. Following point (3), there will most likely remain high multinational asset specificity in the automobile industry as the current auto giants continue to extend their global reach.
