The Charter uses the term "Victim Statement" instead of "Victim Impact Statement" because the latter term is usually associated with American VIS which are deliberately aimed at influencing sentence. This reflects the confused objectives of the Victim's Charter experiment, in which it was never decided whether or not this scheme was supposed to affect sentences. For convenience, we refer to "victim statements" as VIS.
