Women in Politics: The Reservation Debate

It was only after independence that universal adult suffrage was introduced and the reservation of seats for women in the legislature was abolished. The entire controversy over the terms of women's franchise and women's representation in the 1930s has obvious resonance with the contemporary debate over, and eventual defeat of, a bill that was introduced to reserve seats for women in the Parliament in India. This bill, introduced in the Parliament in 1996, occasioned a somewhat similar debate on the issue of reservation of seats for women and of communal or separate seats for subordinate caste and Muslim women. Despite some obvious similarities, however, the historical conjuncture of the 1930s and the late 1990s is very different. Thus an engagement with the contemporary moment remains, unfortunately, beyond the scope of this paper. What both controversies do high-light, however, is the historical and ideological construction of 'women' as a political category.
