    • Research commissioned by the Home Office, based on interviews with 65 asylum-seekers, found that those respondents who were able to choose a destination country did so for a variety of factors including the presence of relatives or friends; their belief that the UK is a safe, tolerant and democratic country; previous links between their own country and the UK, including colonialism; and their ability to speak English or desire to learn it. Agents also played a role in channelling asylum-seekers to the UK. Importantly, there was little evidence that respondents had detailed knowledge of British asylum law, the benefits system or the labour market.     • The distinction between intergovemmentalism and supranationalism has been central to analyses of EU migration and asylum policy, although it may not be as clear-cut as might at first appear when distinctions between policy development, legislation and implementation are taken into account. Similarly, the mode of politics, with the respective roles for executive, legislative and judicial authority, is also important. Within the draft Constitutional Treaty, for example, it is proposed that national parliaments have an enhanced role in scrutinizing EU activity. This could be seen as intergovernmental, but could also open the executive to far closer scrutiny of its activities in areas such as migration and asylum.     • This is not necessarily new. The Thatcher government of 1979-83 tried and failed to set up registers of dependants in sending countries such as India to stem family migration, but sending countries refused to become compliant in British immigration policy implementation. The context has changed now because many of the states that the EU seeks to co-opt either want to become EU members or are involved in other forms of association. The EU wields a bigger stick than Britain alone could.
