34. Peaceful rise, however, does not mean that China would sacrifice its core national interests, nor does it suggest that China would abandon efforts to enhance its defense capabilities. It rests on the assumption that it is possible and desirable to develop cooperation through efforts to facilitate understanding and cooperation. However, it also demands precautionary measures such as enhancing military capabilities to defend China's core national interests should such efforts for various reasons fail to achieve the desired results.
