For twelve years, I have consulted on the Middle East Water Project, under the Direction of Dr. Thomas Naff, first at the Middle East Research Institute of the University of Pennsylvania and later with the Associates for Middle East Research, Inc. The project has already produced a single volume study, WATER IN THE MIDDLE EAST: CONFLICT OR COOPERATION? (Thomas Naff & Ruth Matson eds., 1984). The project is now preparing a series of volumes on specific aspects of the water in the Middle East to be entitled WATER: THE MIDDLE EAST IMPERATIVE, publication having begun in 1990. I will contribute a volume to this series to be entitled MIDDLE EAST WATER: THE POTENTIAL AND LIMITS OF LAW (forthcoming in 1996) [hereinafter DELLAPENNA, MIDDLE EAST WATER]. I have also consulted with the Portuguese Directory-General of Natural Resources (Direcçao-Geral dos Recursos Naturais) as a Fulbright grantee in the summer of 1990.

Water Rights in the Occupied Territories
-
One should also note that even receipt of a permit to drill a well does not guarantee receipt of a permit to operate the well. Jeffrey Dillman, Water Rights in the Occupied Territories. 19 J. PALESTINE STUD. 46, 56 (1989). See also HILLEL, supra note 2, at 207-08. In contrast, the 100,000 Israeli settlers in the West Bank are allowed to consume about 40 MCM/year. On the discriminatory application of Israeli water policies in the West Bank, see 1986 REPORT, supra note 18, at 8-10, 20-22; MERON BENVENISTI, THE WEST BANK DATA PROJECT 12-15 (1984); HANDBOOK, supra note 31, at 1, 223-25; GHARAIBEH, supra, at 62-63; KAHAN, supra note 29, at 27-28;

The Wealth of Nations: A "Greener" Approach Turns List Upside Down

According to the World Bank, Ethiopia has total wealth of only $1,400 per capita compared to $704,000 per capita for Canada (ranked first), $565,000 per capita for Japan (ranked fifth) or $421,000 per capita for the United States (ranked twelfth).
