It does not address relations between the NIS and the states-neighbors of the FSU (such as Finland, Poland, China, etc.), nor does it consider multilateral international regimes relevant to the topic, such as the 1974 and 1992 Conventions on the Protection of the Marine Environment of the Baltic Sea Area and the 1992 Convention on the Protection of the Black Sea against Pollution. Both regimes prescribe measures relating to land-based pollution, including pollution through inflowing rivers.
