    • The effort to lift term limits for the presidency has been dubbed "The Third Term Project" in the Ugandan media, but this is not really an accurate label: Museveni had already been in power for ten years before he was elected for the first time under the 1995 Constitution. So judging by the number of years of his rule, if he is allowed to run and is elected in 2006, it would be his fifth term.
