    • There is controversy over how deficits affect postcommunist economic development. One view is that in order to finance deficits governments borrow in capital markets or print more money. Borrowing reduces the capital available for private actors and pushes up interest rates, undermines investment, and stifles economic growth and the development of markets, while printing money fuels inflation. • The inflationary effects of deficits are of particular concern to international creditors, such as the World Bank, who want to ensure that postcommunist Europe repays its international loans, which is an important reason why they advocate austere fiscal and monetary policies. • Others argue that deficits might not be such a problem if they were used to finance investments in infrastructure and other things that enhance long-term economic growth, but because they are not being used in this manner these benefits presumably have not been forthcoming.
