There is controversy over how deficits affect postcommunist economic development. One view is that in order to finance deficits governments borrow in capital markets or print more money. Borrowing reduces the capital available for private actors and pushes up interest rates, undermines investment, and stifles economic growth and the development of markets, while printing money fuels inflation.
