(3) In each city scoring of factor 8 is equal to the number of 'clicks' needed to complete a service online. (4) In each city factors 9-13 have been given scores from '0' when the Web site delivers the tool satisfactorily to '3' when it does not deliver the tool at all. Table 2 shows, for each Web site, DM percentages calculated as 1 minus the quotient between the aggregate punctuation of each city and the scoring (40) of a hypothetical Web site with errors that does not deliver factors 2-7 and accomplishes factors 8-13 at their worst level
