This is related to national economic systems and traditions. In Europe and Japan government-industry interaction is far stronger than in the USA. The disadvantage of stronger interaction is that government might lose their impartiality, i.e. that the market becomes less free. The advantage is that demands of government and capabilities of industry can be brought in harmony with less conflict.

Establishing Ozone layer thinning is very difficult: the thickness of the ozone layer varies daily, like the weather and is different for every place on earth. The thickness of the ozone layer can only be measured with relatively simple equipment when the sun shines. To establish local ozone layer thinning, series of measurements are needed for several years. For a worldwide phenomenon, several stations are needed.
