    • This criterion would exclude a condition like mental retardation. A recent report of the Federal Office of Special Education Programs, for instance, showed an 8.4% growth from 1989-1990 to 1998-1999 in the number of mentally retarded students accommodated under the Individuals with Disabilities Education Act, a growth significantly lower than the 14.1% increase in total enrollment and far less than the 36.6% increase in the number of students with specific learning disabilities (Office of Special Education Programs). (Comparable figures on autism were not available.)
