    • There are some (for example, Alfie Kohn in this issue of the Kappan) who argue that the underlying purpose of NCLB is to break the monopoly of the public schools by imposing unattainable goals, labeling schools as failures, and opening the system to the services of private providers. For this article, we focus on NCLB as a tool for improving public schools.
