From April 1983 HMIC (Her Majesty's Inspectorate of Constabulary) has required all police forces to record the ethnic origin of all members of the public who are stopped and searched by the police; before this date this procedure was carried out on a voluntary basis by some police forces. The 1991 Criminal Justice Act (s. 95) was a particular landmark in ethnic monitoring because it required the Home Secretary to publish 'information' to assist those responsible for criminal justice to avoid discrimination. Similarly, a letter was also sent to all Chief Constables from the Home Office indicating that from April 1996 all police forces would be 'required' to introduce a system of ethnic monitoring of suspects and offenders; however, there are a number of problems with this monitoring process that have not made it fully operational (Home Office, 1997 'Ethnic Monitoring in Police Forces: A Beginning').
