3. The Turkoman issue is a newly discovered minority question that Ankara wants to use against the Iraqi Kurds. The 1957 census - the last in which Turkomen were permitted to register - counted 567,000 Turkmen (9 percent of the population) among Iraqi's population of 6,300,000. The Kurds were 13 percent.
4. Turkey never treats the governments of the PUK and the KDP as legitimate governments. When Jalal Talabani visited Turkey on November 18 and 19, 2003, he visited as the "head of the IGC, not the leader of the PUK."
